Thomas Mendy is a seasoned Data Science and Data Management professional currently serving as a Senior Research Data Manager at the University of Oxford. He leads the Pandemic Preparedness Analytical Capacity and Funding Tracking (Pandemic PACT) initiative, a global effort to develop a comprehensive database and web-based platform that tracks research funding for infectious diseases with pandemic potential. This work significantly influences global health policy and preparedness.

With over a decade of experience spanning clinical health, public health, and medical research sectors, Thomas has collaborated with key global health organizations. His expertise includes designing data systems, managing large-scale databases, and creating frameworks for data governance. Before joining Oxford, he served as Lead Data Manager at King’s College London, where he directed data management initiatives for international and national research projects, focusing on Sub-Saharan Africa. Additionally, at the Medical Research Council Unit The Gambia at the London School of Hygiene & Tropical Medicine, he held the role of Data Manager/Operational Data Analytic, where he developed systems, implemented quality control measures, and introduced a data science and analytics arm to improve operational insights.

Thomas undertook an MSc in Statistical Data Science at Birkbeck, University of London, and also holds a PGCert in Information Systems Management from the University of Liverpool and a Bachelor of Science in Business Information Technology from the University of Greenwich. He has extensive technical expertise in advanced data management, visualization, and statistical modelling, utilizing tools like Python, R, Tableau, and SQL.

A passionate mentor, Thomas guides multidisciplinary teams and fosters innovation in data-driven solutions. Proficient in multiple languages, he has contributed to capacity building and system development projects for organizations such as the UNDP, World Bank, and non-profits in West Africa. His dedication to global health data management continues to make a significant impact in the fight against infectious diseases.
