We address the profound moral questions presented by pandemics, seeking to understand the moral dilemmas of collective responses; the nature, scope and appropriate limits of privacy, confidentiality, and national sovereignty; and the trade-offs between health, education, employment.  We identify effective strategies to improve the impact of interventions and public policy by studying the social forces and cultural influences which shape their success and provide insights into system responsiveness and resilience by analysing the history of epidemics and countries to find plausible explanations for the successes of some states. We also  have an international focus and aim to improve the ethical standards in healthcare practice.
