Frances Butcher

Frances is an academic clinical lecturer in public health.  She divides her time between bioethics research at the Ethox Centre, University of Oxford, and her role as a speciality registrar (doctor) in public health. 

Frances obtained her doctorate, ‘an ethics account of global health security’, at the Ethox Centre in 2023, funded by a Wellcome Trust Fellowship for Health Professionals in Humanities and Social Science. She completed a fellowship during her doctorate at the Stanford Center for International Security and Cooperation, and is an alumnus of the Johns Hopkins Emerging Leaders in Biosecurity Programme. 

In her capacity as a specialty registrar in public health, Frances has worked across varied roles in the public health system, including at Oxfordshire County Council, NHS England, the UK Health Security Agency, and the Department of Health and Social Care.  She is a member by examination of the UK Faculty of Public Health.

As a bioethicist, Frances’ research combines empirical research and theoretical analysis.  Her research interests are in public health ethics, infectious disease ethics, global health ethics, and methods in empirical bioethics.
